ኅብረት ስራ ማህበራት በህጋዊ መሠረት ተደራጅተው እድገታቸውን ለማረጋገጥ፣ የአባላት ገቢ ለማሳደግ፣ ማህበራዊ ኢኮኖሚያዊ ችግሮችን ለመፍታት እና በማህበረሰቡ ውስጥ የጋራ ተስማሚነትን ለማሳደግ የሚያስችል አመራርና አገልግሎት ማቅረብ።
በ2025 ዓ.ም የአባላትን ኑሮ በላቀ ደረጃ የለወጡ እና ለአገር ብልጽግና የላቀ ሚና ያበረከቱ ጠንካራና ተወዳዳሪ ኅብረት ሥራ ማህበራት ተፈጥረው ማየት ነው፡፡
በከተማው የሚኖረው ህብረተሰብ የአካባቢውን ሃብት መሰረት አድርጎ ኢኮኖሚያዊና ማህበራዊ ችግሩን ለመፍታት በፈቃደኝነት ላይ ተመስርቶ በተለያየ አይነትና ደረጃ የተደራጁ የኅብረት ስራ ማህበራትን በማጠናከርና በማዘመን፣የኅብረት ሥራ ኢንዱስትሪዎችን በማስፋፋት፤የአግሮሜካናይዜሽን አገልግሎት ውጤታመነት ማሳደግ እና መስፋት የመቆጠብ ባህልና መጠንን በማሳደግ፣የመበደር አቅም በመፍጠርና ኢንቨስትመንትን በማሳደግ፤ ህግና ህጋዊነታቸውን እና ጤናማነታቸውን በማስጠበቅ፤የአገልግሎት አሰጣጣቸውን ቀልጣፋ በማድረግ የአባላትን ተጠቃሚነት በዘላቂነት ያረጋገጡ ውጤታማና ተወዳዳሪ የኅብረት ስራ ማህበራትን መፍጠር፡፡
