ጽ/ቤት የተሰጠውን ኃላፊነትና ተግባር ማለትም በከተማው ዘመናዊ የሆኑ ቴክኖሎጂዎችን በመመርመር፣በመቅዳት፣በማላመድና ያለዉን አቅም አሟጦ ለመጠቀም የሚያስችል የሳይንስና ኢንፎርሜሽን ቴክኖሎጂ የመዘርጋትና የማስፋፋት ሥራዎችን በስትራቴጂያዊ አስተሳሰብ ለመምራት፣በሁሉም ደረጃ ባሉ ፈጻሚዎች መካከል ተግባቦትን ፈጥሮ የላቀ ውጤት ለማስመዝገብ የልማትና የለውጥ ዘመን ዕቅድ ያለውን ሥራዎችን ቴክኖሎጂያዊ ድጋፍ መስጠት ነዉ፡፡
በ2030 በከተማው ውጤታማ የሆኑ የሳይንስና ኢንፎርሜሽን ቴክኖሎጂዎችን በፍጥነት የመማር፣የማልማት ፣የመፍጠር ፣የማላመድ እና የመጠቀም አቅም ተገንብቶ ማየት፡፡
በከተማው ማህበራዊና ኢኮኖሚያዊ ልማት ጉልህ አስተዋጽኦ የሚያደርጉ የሳይንስና የኢንፎርሜሽን ቴክኖሎጂ ስራዎችን ለህብረተሰቡ በአግባቡ በማልማት፣በመተግበርና በማስፋፋት ዞናዊ ብሎም አገራዊ የተወዳዳሪነት አቅምና በቴክኖሎጂ የዳበረ የአሰራር ስርዓት መፍጠር ነው፡፡
